[CONNECTOR]: Use netlink_has_listeners() to avoind unnecessary allocations.

Return -ESRCH from cn_netlink_send() when there are not listeners,
just as it could be done by netlink_broadcast().  Propagate
netlink_broadcast() error back to the caller.
