Add more video formats to power_Consumption test.
Recoded the same Big Buck Bunny trailers to VP8 and h264 codecs and
removed sound track to separate video and audio testing and reduce
annoyance during manual tests. Placed all the files in a Google Storage
bucket "chromeos-test-public".
