flash: update of cert & provisioning data offsets
Update flash layout to make some room for provisioning
data. The previous layout left 1-kB, which is smaller
than the flash erase quantum (2-kB).
The new 'RO' region layout looks like so.
Flash bank A (16-kB): RO-A (10-kB), CERTS-A (4-kB), PROV (2-kB)
Flash bank B (16-kB): RO-B (10-kB), CERTS-B (3-kB), PAD (3-kB)
