1862 MaxAuthTries=0 a useful way to block users entirely (esp. in a
1863 sshd_config Match block).
1864 Also, move sending of any preauth banner from "none" auth method
1865 to the first call to input_userauth_request(), so worms that skip
1866 the "none" method get to see it too.
