wlan: Update WCNSS_qcom_cfg.ini with the latest LFR related config.

Including gEnableFWRssiMonitoring, FastTransitionEnabled,
FastRoamEnabled, gNeighborLookupThreshold, gNeighborReassocThreshold,
RoamRssiDiff, and gRssiCatGap.
