wlan : Replace PAL mem APIs with VOS APIs in SME

The existing SME code uses PAL APIs which in turn uses VOS mem
APIs. Replacing the PAL mem APIs with the VOS mem APIs so as to
optimize the code size by removing the extra PAL wrappers.
