Revert "TargetMachine: Merge TargetMachine and LLVMTargetMachine"

Reverting to investigate layering effects of MCJIT not linking
libCodeGen but using TargetMachine::getNameWithPrefix() breaking the
lldb bots.

This reverts commit r315633.
