2566 MaxAuthTries=0 a useful way to block users entirely (esp. in a
2567 sshd_config Match block).
2568 Also, move sending of any preauth banner from "none" auth method
2569 to the first call to input_userauth_request(), so worms that skip
2570 the "none" method get to see it too.
